DIGITAL COMPETENCE AND EDUCATION IN BRAZIL:

An analysis of the historical trajectory of the concept of Competence and its implications for the BNCC

Abstract

This article presents an analysis of the historical constitution of the term "competence" and its developments up to the concept of Digital Competencies (DC) in the Brazilian educational landscape. The objective is to reflect on the conceptions of competence adopted in Brazil, questioning whether they are still associated solely with the manipulation of digital equipment. The research is bibliographic and documentary in nature, with a qualitative approach and uses the dialectical method. The results demonstrate that the term "competence" evolved from the legal and linguistic fields to the business sector and can be understood by the acronym KSA: knowledge, skills, and attitudes, influencing the educational sphere. The BNCC (Brazilian National Curriculum Base) defines competence as the mobilization of knowledge, skills, attitudes, and values, and recent legislation reinforces the need for digital education. The conclusion points out that, although the concept of DC is contemporary in Brazil, its application reveals social fragilities and the persistence of inequality of opportunity.

Emily Seguraço Serrano, Secretaria de Educação do Estado do Paraná (SEED/PR)

Master's degree from the Postgraduate Program in Education (PPE) at the State University of Maringá - Class of 2022, Research area: Teaching, Learning and Human Development. Holds a degree in Letters from the University Center of Maringá (2010), a specialization in Portuguese Language Teaching from UNIASSELVI (2017), in Inclusive Special Education from UNINA Faculty (2017) and, from the same institution, in Youth and Adult Education (2017). She was a teacher trainer for the "Formadores em Ação" study group of the Paraná State Department of Education. She has been a teacher at the Paraná State Department of Education (SEED/PR) since 2012 and currently also works at the 4th Military Police College of Maringá. She participates in the Distance Education and Educational Technologies Research Group (GPEaDTEC) registered with CNPq. She has experience and interests related to the area of ​​technology in education.

Maria Luisa Furlan Costa , Universidade Estadual de Maringá (UEM)

Adjunct Professor in the Department of Foundations and Practices of Education (DFE) and the Postgraduate Program in Education (PPE) at the State University of Maringá (UEM). She holds the position of Director of the Distance Education Center at the State University of Maringá and Coordinator of the Open University of Brazil Program within that institution. She holds a degree in History from the State University of Maringá (UEM), a Master's degree in Education from the State University of Maringá (UEM), and a PhD in Education from the Postgraduate Program in School Education at the São Paulo State University "Júlio de Mesquita Filho" (Unesp/Araraquara). She is the leader of the Research Group on Distance Education and Educational Technologies/CNPQ.

Patrícia Lakchmi Leite Mertzig, Universidade Estadual de Londrina (UEL)

She holds a doctorate from the Postgraduate Program in Education at the State University of Maringá (UEM) in the History and Historiography of Education line (2018) and a master's degree in Education from the same institution (2009) in the Teacher Training line. She is a specialist in Art Education (SOET-2004) and holds a degree in Music with a teaching qualification from the State University of Londrina (2002) and a degree in Pedagogy from Unicesumar (2020). She has experience in the field of Music, with an emphasis on Music Education, teaching methodologies, and in Pedagogy in the area of ​​Early Years, Didactics, Curriculum, and Distance Education. She participates in the Distance Education and Educational Technologies Research Group (GPEaDTEC) registered with CNPq. She is currently a professor in the Pedagogy course at the State University of Londrina (CECA/UEL) and is undertaking postdoctoral research at the Basic Education Observatory (Education of the Future) through NAPI - New Research and Innovation Arrangement and the Postgraduate Program in Education at the State University of Maringá (PPE/UEM).
